ESTDEV and the Taipei Mission in Latvia signed a 1.1 million euro cooperation agreement a year ago for the construction of a family home and bomb shelter, also covering the costs of organizing procurement and project management. With this, the Taipei Mission supports ESTDEV's initiative, the aim of which is to build housing built according to the Estonian standard design for Ukrainian foster families, where children orphaned by the war are growing up.

Project objectives

The project aims to provide a secure place of residence for large foster families who have adopted children orphaned by the war. There are currently over 1,300 family homes in Ukraine, each housing 5-10 orphans. At least 80 family homes have been destroyed by the war. Although the families have moved to safer areas of Ukraine, they are living without a secure and permanent housing.

Actions and results

The 212-square-meter house and bomb shelter will be ready within 176 calendar days, or by December 9 of this year. The work includes the design, production, transport and construction of the prefabricated house. In addition, the general contractor will install communications, landscaping and a small play area for children.

In addition to project management, ESTDEV is responsible for training substitute parents. Parents will undergo training in Estonia on how to care for children with war trauma while the children can spend time at a summer camp.
