Moldova is currently actively moving towards EU accession, supported by a large EU assistance package of €1.9 billion and a range of funding sources, including investments in infrastructure, economic development, innovation and governance reform. In this context, capacity building of local governments and regional partners is an important prerequisite for ensuring balanced and sustainable development across the country.

Gagauzia is one of the officially designated development regions of Moldova, with the city of Comrat as its regional growth hub. The region has significant potential for promoting small and medium-sized enterprises, tourism and innovation, but development is still hampered by weak cooperation between the research and business sectors, modest international visibility and limited ability to take advantage of opportunities offered by the EU and other international donors.

Project objectives

The objective of this project is to strengthen the institutional capacity of local government authorities in the ATU Gagauzia Development Region by providing them with the knowledge, skills, and tools required to successfully design, manage, and implement cooperation projects in line with European Union standards.

Actions and results

During the course of the project, at least 100 local government officials and staff members from both first-level (communes and cities) and second-level (districts/raions) administrative units - working in the areas of regional development, grant applications, and international cooperation - will be trained. The study program integrates theoretical learning with practical project drafting and offers participants tailored mentorship to support the development and implementation of EU cooperation projects. 

The educational program follows a comprehensive approach that goes beyond project writing skills, aiming to foster an EU-aligned mindset and the application of European standards at the local level. This includes: 

  • Providing participants with the knowledge and practical skills required for successful project drafting, management, and implementation; 
  • Supporting capacity building in identifying and accessing funding opportunities, particularly in the context of regional development and EU-funded programs; 
  • Enhancing the readiness of local authorities and their partners to collaborate, including establishing strategic partnerships with EU institutions; 
  • Introducing the substantive and technical requirements of EU projects to ensure full compliance with European standards; 
  • Supporting the development of internal cooperation mechanisms and governance structures at the local level; 
  • Sharing Estonian experience and best practices to inform and inspire locally tailored solutions; 
  • Promoting innovative approaches, including human-centered service design and digital transformation of public services, to improve the quality and efficiency of service delivery. 

The program focuses on hands-on training aimed at aligning the work of local authorities and their partners with EU policy and practice, while more broadly supporting the capacity development of both Moldova and the ATU Gagauzia region in the context of European integration.
