The aim of the project is to support the Government of Ukraine in the process of people-centred digitisation of state services, sharing Estonian experience and helping to find rational solutions for the introduction of e-governance. It also aims to help Ukraine build its cyber defence capacity by contributing to the Tallinn Mechanism. The main beneficiaries will be the Ministry of Digital Transformation of Ukraine, the state-owned company DIIA, the Information Protection Unit of the Human Rights Commission of the Parliament of Ukraine, officials participating in CDTO training courses, representatives of Ukrainian educational technology companies and representatives of Ukrainian critical infrastructure.

The project is funded by the Estonian Centre for International Development from the state budget of the Republic of Estonia.

Project objectives

Support the Government of Ukraine in implementing people-centred e-governance and developing cyber defence capabilities.

Actions and results

  • The data protection capacity of the Ukrainian government sector has increased;
  • Ukraine's public and private critical infrastructure is better protected;
  • Ukraine's private and public sectors have increased their capacity to offer digital services.
