Estonia's successful transition and accession to the EU has provided Ukraine with valuable experience in supporting EU membership and reform processes. The Diplomatic Academy of Ukraine (DAU) plays a key role in developing the capacity of Ukrainian diplomats and officials to effectively manage reforms related to the EU accession process. Therefore, it is necessary to train and develop the skills of Ukrainian diplomats and officials so that they can successfully participate in the EU negotiation process and implement EU-related reforms.

Project objectives

The project's goal is to support DAU’s efforts to improve the professional skills of Ukrainian diplomats and experts-trainers of DAU involved in EU integration. The focus will be on developing their knowledge specific European processes and policies, cyber issues and multilateral diplomacy.

Actions and results

In the initial phase, training needs will be analyzed and mapped according to the security situation and the order of negotiation chapters during 2025. Regular cooperation and coordination between the Ukrainian and Estonian Diplomatic Schools will be ensured on an ongoing basis, and experts and officials from the Ukrainian Ministry of Foreign Affairs and other parts of the administration will also be involved. Ukrainian experts and trainers will be involved in the preparation of training plans, who will participate in the training and are able to independently address the relevant topics. The trainings will be conducted, if possible, in Kiev or online (via Zoom) and in Tallinn (study trip for DAU leaders and experts). Continuous feedback collection and information activities will be carried out.
