Online courses developed by Estonia provide practical knowledge for data-driven transformation in Africa
Policymakers and private sector entities in sub-Saharan Africa now have access to e-learning courses that unpack the why and how of effective data governance.
The courses were developed by Estonian digital transformation experts from Digital Nation in collaboration with the Estonian Centre for International Development (ESTDEV) and GIZ, the German development cooperation agency, as part of the Team Europe Data Governance in Africa initiative.
Digital Nation called on their extensive experience with data governance in Estonia and best practices from around the globe to create the courses together with local partners. This process ensured the courses address on-the-ground realities and meet the needs of practitioners in the partner countries.
“Governments are not monolithic. Successful capacity-building requires listening closely to the needs of the people who will ultimately use the tools and knowledge provided,” said Sigrit Siht, Digital Nation’s former director of AI and Data. “Working with policymakers and practitioners helped us to ensure the courses would not simply present theoretical models of data governance but would instead equip participants with practical insights and actionable next steps for improving their own national data systems.”
The courses, available on the Atingi platform, cover four key topics:
- The foundations of data governance – the core principles and value of data governance
- Practical data governance implementation – concrete methods for applying governance frameworks, defining organisational roles and adopting the FAIR principles (Findability, Accessibility, Interoperability, Reuse)
- Data value creation – how to treat data as a strategic asset, manage the data lifecycle and identify opportunities for economic, social and political value
- Data sharing and collaboration – secure and ethical data exchange, stakeholder collaboration and regulatory compliance, culminating in the application of best practices for transparent, trust-based data ecosystems
The e-courses, which are available in both English and French, are structured to help participants analyse their existing data assets and identify concrete steps they could take to strengthen data management and governance in their organisations.
"These self-paced e-courses provide an accessible entry point into the practical realities of data governance. We hope they will serve as a springboard for individuals looking to strengthen their organisations' data systems, and for the broader regional ambition of cross-border data collaboration and a thriving digital single market in Africa,” said ESTDEV project manager Laura Roop.
Estonia’s role in the Data Governance in Africa initiative
The Data Governance in Africa initiative supports the African Union and its member states in creating human-centric, development-focused data policies at all levels to support a single digital market in Africa.
Estonia’s involvement in the initiative was focused on two key areas. The first was building the capacity of sub-Saharan public and private sector actors in data value creation and data sharing. As part of this effort, e-courses on data governance were developed to extend the reach of capacity building beyond direct project participants to a wider audience. The second area was supporting digital social innovation through an eight-month investment readiness programme for ten startups from seven African countries.
The Data Governance in Africa Team Europe Initiative is funded by the European Union and five member states (Belgium, Estonia, Finland, France, and Germany). It is jointly implemented by Digital Africa, Enabel, ESTDEV, HAUS, Expertise France, and GIZ. This TEI aims to build inclusive digital ecosystems that uphold data rights, foster innovation, and promote sustainable development across Africa.
