Ukraine launches national EdTech Hub to power future-focused education, supported by ESTDEV, UNICEF and Google

Ukraine has officially launched the WINWIN EdTech Center of Excellence, a national hub for educational innovation designed to accelerate the country’s digital transformation and strengthen its global competitiveness.

The Center is a key component of the WINWIN Global Innovation Strategy 2030, developed by the Ministry of Digital Transformation of Ukraine and the Ministry of Education and Science, in strategic partnership with UNICEF, ESTDEV, Google for Education, and East Europe Foundation. 

Unveiled at the Fifth Summit of First Ladies and Gentlemen in Kyiv this week, the Center will unite government, business, academia, and civil society to identify, pilot, and scale cutting-edge EdTech solutions. Its mission is to deliver accessible, modern, and globally competitive education for every Ukrainian learner.

“The WINWIN EdTech Center of Excellence is a strategic leap forward for Ukraine’s digital ecosystem,” said Mykhailo Fedorov, First Deputy Prime Minister and Minister of Digital Transformation. “This hub will fuel breakthroughs in education and position Ukraine as a global leader in EdTech innovation.” 

With Ukraine’s education system under immense pressure from war-related disruption, the Center will serve as the main entry point for Ukrainian and international EdTech solutions, fast-tracking their integration into the national education system and fostering future-ready learning models. 

“We must act quickly, but wisely, to ensure every innovation delivers real impact for Ukrainian students and educators,” said Valeriya Ionan, Advisor to the First Deputy Prime Minister. “The WINWIN EdTech Center of Excellence will help Ukraine stay ahead of global trends and remove barriers to educational transformation.” 

Estonia’s contribution to the EdTech hub reflects a shared commitment with Ukraine to advance digital education and foster innovation.  

ESTDEV, in collaboration with Civitta Estonia, will deliver an in-depth analysis of Ukraine’s EdTech sector to map the current landscape and challenges, and lay the foundation for future growth, with pilot projects and training sessions already in the pipeline.  

“By combining this evidence-based status report with Estonia’s experience in building digital education frameworks, and connecting innovators, teachers, and policymakers from both countries, we accelerate educational innovation and ensure that Ukraine has the tools to test, scale, and sustain innovations for all Ukrainian learners and educators,” said Margus Gering, Regional Head of Eastern Europe and Ukraine’s Reconstruction at ESTDEV.  

“We are committed to ensuring the project's outcomes not only help restore and improve access to education but also lay the groundwork for Ukraine’s future competitiveness on an international level," said Piia Viks-Binsol, the associate partner of Civitta Estonia. 

The newly launched EdTech Center of Excellence will focus on three areas: analysis and research to track global trends and adapt best practices to Ukraine’s unique context; technology and pilots to test, evaluate, and scale high-impact EdTech solutions and policy recommendations; and ecosystem building to facilitate ongoing collaboration between students, educators, tech innovators, and government stakeholders. 

The centre is one of the first major projects under the WINWIN Global Innovation Strategy underscoring Ukraine’s strategic commitment to innovation-driven recovery and long-term national resilience.
