Framework procurement for information and cybersecurity matters and services
ESTDEV and partners announce an international procurement for the implementation of cybersecurity projects until 2030
At the end of this public procurement process framework agreements will be signed with partners for the provision of goods and services related to cybersecurity. It enables ESTDEV to implement various cybersecurity projects over the next four years. As a concrete example, a cybersecurity project funded by Sida in Ukraine will be implemented in 2025–2027.
The deadline for submitting the tenders is December 16, 2025. The tenders can only be submitted through the Estonian Public Procurement Register. In order to submit your tender, sign-in with a digital ID is required.
The procurement is now publicly available via the Estonian Public Procurement Register (including all necessary documents, evaluation criteria, etc.) and can be found HERE.
The procurement consists of three parts and the collective estimated cost of this procurement is up to €27 million over the course of four years.
“This procurement gives us the opportunity, not the obligation, to order various services and products. We plan to use this opportunity to implement various cybersecurity projects, which are mainly financed by international donors. The cybersecurity field is playing an increasingly important role in development cooperation. This year alone, ESTDEV has launched six cybersecurity projects with a total budget of over €12 million,” said Andres Ääremaa, ESTDEV’s programme manager for e-Governance and Cybersecurity.
