In order to achieve the objectives, Mondo's partner in Georgia,  Association Merkuri will organize a gender- based cyberviolence roundtable with 50 stakeholders from both the public and third sectors, as well as a study visit to Estonia with representatives from Georgian Ministry of Interior and experts from non-governmental sphere on the field of prevention of violence against women. In Estonia, the online police system will be explored, especially in the light of gender-based cyberviolence with the aim of introducing and developing a similar service in Georgia. The current project is the first phase of the development and launch of a web police service in Georgia.  

Project objectives

The aim of this project is to support the improvement of gender-based cybersecurity, especially for women and girls in Georgia and to improve cross-sectoral cooperation in preventing and responding to gender-based cybercrime in Georgia. 

In addition, the project aims to introduce a gender-sensitive approach to cybercrime cases in the work of law enforcement agencies.  

Actions and results

The project consists of 4 main phases: 
1. Preparation and mapping of precise needs. This phase will be led by Mondo's partner Association Merkur in Georgia, with the involvement of members of the Anti Violence Network Georgia (AVNG) and the authorities (Georgian Ministry of Interior, Chancellor of Justice and local authorities). During the same period, the Mondo project manager will actively work with the PPA representative, supporting their training and also preparing their participation in the working group, in order to support the Georgian representatives with comprehensive information and recommendations on the implementation of the online policing system.  

A call for applications for the expert who will draft the policy document will also be launched during the preparatory phase.  

2. Implementation: The two main activities of the project - the study visit to Estonia and the round table, together with regular working group meetings in a smaller format - will take place during this phase of the project. During this period, Mondo will be responsible for the organisational side of the study visit and Association Merkuri will be the lead partner for the organisation of the round table.  In addition, during this phase of the project, the Georgian gender equality expert and the working group will write a policy paper and present it to all interested parties (stakeholders, law enforcement, authorities, interested citizens, around 60 participants in the presentation event). Participants will have the opportunity to comment on the recommendations, submit missing ideas, make comments, etc. After the presentation, a final version of the policy document will be sent to stakeholders.

3. Evaluation of the performance of the project activities:As this project is the first phase of the development and launch of the web policing service in Georgia, in order to better assess the activities and needs of the next phase, a joint evaluation/next steps planning meeting will be held at the end of the project activities between the partners and Estonian and Georgian experts.  

4. Reporting: the last step is reporting. The last stage is the final reporting. The partners send their content summaries and financial reporting, on the basis of which Mondo compiles the final project report for the donor.
