In reforming its operations and processes, it is important for the Moldovan employment service to use expert support from a country whose employment services have themselves recently improved their important (management) processes and created functioning systems for the effective integration of people into the labor market. The Moldovan state employment service is familiar with the tasks and operating model of the Estonian Unemployment Insurance Fund and believes that they have something to learn from Estonia and integrate what they have learned into their development activities.

Project objectives

The project aims to support the Republic of Moldova in reforming its employment service to provide modern and effective support to both job seekers and employer clients.

Actions and results

The project will introduce the best practices of the Estonian Unemployment Insurance Fund through various seminars, active learning methods and co-creation activities and advise the Moldovan State Employment Service on their adoption in an adapted form. The trainings will prepare inputs for sectoral changes based on the needs of the Moldovan Employment Service. The training project will address topics related to European Union integration and introduce Estonia's experiences in implementing reforms and legislation in the field of the labor market, taking into account the national development strategy "Europe Moldova 2030", where one of the important challenges is increasing employment.
