This is a follow-up project. In 2025, ESTDEV and the Ragnar Nurkse Institute of Tallinn University of Technology successfully implemented a similar program for 30 young Moldovan civil servants. Based on the positive experience, the Moldovan Government Office requested to organize a similar program in 2026.

Project objectives

The project aims to support the growth of professionalism and efficiency in the Moldovan public sector by enabling young officials to become familiar with Estonian public sector best practices and digital solutions that support public sector efficiency and increase transparency.

Actions and results

The project will include a study visit to Estonia for young Moldovan officials and mentors. Through the study visit and substantive meetings, participants will gain practical knowledge and experience that will help them understand the importance of public sector reforms and see the practices used in an EU member state. The study visit will complement the knowledge acquired by the participants during the course, and special attention will be paid to digital transformation reforms and practices that help implement European management standards and values in Moldova.
