GovStack Global Partners gathered in Tallinn for discussions on GovStack strategy in 2025 and beyond

Earlier this week, the GovStack Initiative founding partners from Estonia, Germany, and the International Telecommunication Union (ITU) convened in Tallinn for a strategic discussion on the ways forward in the further expansion of the initiative.

The primary focus of the meeting was to discuss the best paths for establishing a legal entity in Estonia, a move meant to accelerate GovStack’s global impact from 2025 onwards. The meeting was attended by the International Telecommunication Union (ITU), Germany’s development agency (GIZ), the German Federal Ministry for Economic Cooperation and Development (BMZ), the Estonian Centre for International Development (ESTDEV), Estonian Ministry of Foreign Affairs, and the Digital Impact Alliance (DIAL).

The long-term goal is to create a sustainable yet adaptable organisational model to support GovStack’s ongoing growth and attract new partners and contributers. The planned legal entity will support GovStack in promoting the adoption of sustainable digital infrastructure by governments and institutions worldwide with the high-quality technical offering.

"GovStack is in an exciting phase of expansion, but this also brings new challenges. We are rethinking our governance and funding models and how we approach our technical product development and global community engagement. The meeting in Tallinn was particularly important as we identified key strategies to move forward, and it has been a long time since all stakeholders met in person," said Marika Popp, the GovStack project lead for Estonia.

The growing global demand for digital public infrastructure (DPI) solutions creates more demand for GovStack and its partners. Estonia, which is known for its advanced digital society and e-government solutions, is a logical location for establishing GovStack’s new legal entity. 

"As one of the founding members, Estonia has played a critical role in shaping the GovStack brand and its global reputation as a trusted partner, especially in developing democratic digital societies," said Popp.

In September, ESTDEV, GovStack’s implementation partner in Estonia, signed an agreement with Proud Engineers, an Estonian IT consultancy, to assist in developing the operational models for the new legal entity. ESTDEV will continue to play a vital role in supporting GovStack’s efforts in Estonia and beyond.

GovStack is a multi-stakeholder initiative founded in 2020. The initiative aims to break down barriers to building sustainable digital infrastructure and help governments create human-centred digital services to empower individuals and improve well-being.
